This is wrong. Even though Gnucash's COPYING file contains the text of
the GPLv3 (without any comments regarding the applicability to Gnucash),
its LICENSING file clarifies the legal situation by explicit statements:

  The software, for most intents and purposes, is licensed under the GNU
  General Public License, Version 2, or (at your option) Version 3.

  Almost all of the source files are licensed under the GNU GPL, Version

  are licensed under "Version 2 and/or Version 3" of the GNU GPL
  specifically.

And from what I've seen in the source files I've not seen any file that
is licensed under GPLv3 explicitly excluding GPLv2.

So, Adam, if you believe Gnucash's COPYING file should be fixed, please
go ahead.
