There were discussion in debian-devel as I remember and things like /usr/share/doc/texmf are supposed to be wrong. This cmake-doc is exception without very good rationale to do create directory in /usr/share/doc/ which has neither anything to do with package nor specially intended directories such as FAQ RFC ... Unless you have very good reason to deviate from this convention, please follow this convention.
