I'm not Sven, but I could imagine all of these to be feasible steps
forward:

1. Perhaps "German" should be updated to behave according to modern
expectations,
   as vaguely suggested by Sven above

2. Perhaps "German" needs to be renamed to "German (legacy ISO-8859-1)"
and a new
   "German (UTF8)" created to replace it in modern installations
   instead, if
   backwards-compatibility is considered paramount

3. Perhaps there really is a file name handling bug in "German",
irrespective of
   the other two options above

All in all, my instinct would be to chicken out, and forward this
upstream for
further discussion and improved visibility.
