I'm not Sven, but I could imagine all of these to be feasible steps forward: 1. Perhaps "German" should be updated to behave according to modern expectations, as vaguely suggested by Sven above 2. Perhaps "German" needs to be renamed to "German (legacy ISO-8859-1)" and a new "German (UTF8)" created to replace it in modern installations instead, if backwards-compatibility is considered paramount 3.
