Ah, v3 source format is rather neglected.  My take is:
a) --orig should select orig.tar.$compression (whatever's supported),
   and any component tarballs for v3 source.
b) --tar should select any tarball
c) a new option(?) for debian.tar.$compression, since it doesn't really
   fall under --diff
