systemd maybe, devtmpfs I don't think so.
Have a look at create_dev_root_rule, can you make it work after the boot
or understand why it's not working for you at boot time?

I can make it work after the boot if I launch the init.d udev script. The file is well created.

I'll try to boot without systemd later to see if the file is created or not. If the result is positive, it means it's a systemd bug ?
