Usually, this is a kernel driver issue. It's easy to eliminate acpid as the cause simply by running a window manager that disables acpid, but handles the hotkeys. If you are running GNOME, then acpid is not involved.
To check and see whether the kernel is sending any events at all, use the kacpimon utility. The man page for kacpimon explains how to use it. And I believe Debian installs kacpimon along with acpid. (Correct me if wrong, Michael.)
