This happens because:

- some language coordinators sometimes resend the entire bunch of
translations for a given D-I "level" (popcon is listed among a few
translations that are good to be done, on D-I pages)...even when there
is no real change

- when I commit files, I check them with "msgmerge -U file.po
templates.pot", which adds this "Language" field when it's not here
