This isn't as hard as I thought on IRC. I think we could just fpath+=( /foo/bar/baz ) in `/etc/zsh/zshenv'. Because that file is sourced for *every* zsh instance that's ever started (except if zsh is invoked in sh-mode - but then sh-mode is so different that I don't care).
