Yes, because it was only fixed in the 4.0 betas. I'm marking it as
present in wheezy/sid hereby.

No. BTW, a possible workaround is this:
$ sudo apt-get install tango-icon-theme
$ echo 'gtk-fallback-icon-theme = "Tango"' >> ~/.gtkrc-2.0
