I don't want to lose evince and djview when I upgrade libdjvu. I
shouldn't have to! Please package libdjvulibre1 and libdjvulibre15 so
they can both be installed.

Quoting from policy 8.1: "Since it is common place to install several
versions of a package that just provides shared libraries, it is a
good idea that that the library package should not contain any
extraneous non-versioned files, unless they happen to be in versioned
directories."

E.g. move all the icons and documentation to the -bin package.
