Hi, This might indicate an installation problem, but for normal usage this is no problem at all.
On my OpenSuse machine the file is installed at /usr/share/kde4/apps/kdiff3part/kdiff3_part.rc The file would only be of importance, when the KDiff3-part would be used by other applications like konqueror or kdevelop. (This was last verified to work for KDE3 and KDiff3-0.9.92. But currently that doesn't work.) For normal usage only kdiff3_shell.rc is needed.
