This bug renders apt-listbugs unusable the moment it triggers (hence, "grave")
and requires that apt-listbugs be disabled completely in order to run apt.
Once the bug triggers, there's no way to work around it other than disabling
apt-listbugs and upgrading without seeing the RC bugs, because the updates
will continue to be "too large" the moment they are once "too large".

It's been sitting unfixed for nearly a year, so clearly "important" wasn't
enough to get anyone's attention.

I hope this can be tracked down, it should be easy to figure out why it's not
closing files when it should.
