As Joshua said translating NetHack is a huge effort and because of the way NetHack generates messages you can't use the standard tools for localizing it.
Nevertheless there have been several successful attempts to translate NetHack: http://nethackwiki.com/wiki/NetHack_in_Other_Languages Of these the German, Japanese and Spanish versions are more or less complete. But as those programs are really a rewriting of vanilla NetHack they should be considered new packages and not part of the nethack package.
