I can't recall the exact situation, except that I've already seen it on two 
hosts.  It may be that the transition package was never installed at all.  
The old postgresql package may have been removed a long time ago and a new 
one installed by hand.  I had imagined that the postgresql-common package was 
the right place to handle that, but I guess there is a certain elegance to 
putting transition issues in the transition package.
