The addition of NEED_PERSISTENT_NET as a fix for bug 514213 appears to
be somewhat unusable.  When the udev hook script is called (from
call_scripts at /usr/share/initramfs-tools/scripts/functions:221), the
NEED_PERSISTENT_NET variable is not passed (as it is not exported with
some other configuration variables at /usr/sbin/mkinitramfs:183).
Unless I have overlooked something, there is no way for the user to set
this variable in /etc/initramfs-tools/conf.d as described in
README.Debian.
