Well, why is the operation not permitted?  This is not a bug in samba, but a
bug in some other package, a bug in your filesystem configuration, or a
broken filesystem.  The package manager should have the necessary
permissions to overwrite /etc/samba/smb.conf - if it doesn't, something
besides this package is set up wrong.
