Maybe I'm misdunderstanding something, but what does mod_perl-1.31
from CPAN have to do with libapache2-mod-perl2/2.0.4-7 in Debian?

Sorry, I am new to all this stuff. I just try to install slashcode and learn a bit of perl. Please, forgive me, I have probably misunderstood quite a bit. I thought that mod_perl-1.31 from CPAN was related to libapache2-mod-perl2. I ran into problems with installing Apache::ExtUtils, and I thought it was connected with libapache2-mod-perl2 - though I was uncertain. I just tried my best to give a bugreport. Anyhow, the bug seems to be there ;-)
