This is at least one thing, which hurts us. The build process generates ctangle and cweave and then uses these tools to generate further source code. Until this hasn't changed TL can't be cross-compiled. Unfortunately this hasn't changed in the last years and we won't fix it for Debian. I'll ask upstream, but I'm pretty sure they won't change it. For now I tag the bug wontfix and reassign it to the appropriate TL package.
