I am sorry, I closed this bug report too quickly.

In fact, you should have rubber pulled by the Recommends of the latexila
package. If you do not, it is because you chose not to install
Recommends, so you should expect to loose some functionnalities anyway.

But, to quote the Debian Policy Manual:

I think that for a LaTeX editor, “a significant amount of functionality”
includes being able compiling documents. I shall thus promote rubber to
Depends instead of Recommends.

The only use case of LaTeXila without document compiling ability is to
blindly edit documents with syntactic coloration and macro shortcuts,
which:
1. is no very useful;
2. should rather be done with something like Gedit.
