I don't personally feel that smart card support represents that significant amount, and seeing as how it has not been provided as depends up to now, some sort of justification ought to be provided for why it shouldn't instead be classified as Recommends, which again from [1] says: "The Recommends field should list packages that would be found together with this one in all but unusual installations."
So, please +1 remove dependency and mark as recommends if you feel strongly about it, or suggests as noted earlier.
