The following rule:

    iptables -m time --timestart 06:00 --timestop 21:00 --localtz

matches from 06:00 to 21:00 *UTC*, while the local timezone is:

    $ date -R
    Fri, 25 Feb 2011 23:14:48 +0200

Not sure if it matters, but the hardware clock is using UTC (i.e. 
/etc/default/rcS contains "UTC=yes").

Same behaviour is observed on a Lenny system with iptables 1.4.2-6.
