This bug does appear to exist. I've just spent a lot of time trying
to fix some scripts that weren't broken because of this.

My findings that might be useful:
The pppd command with 'updetach' worked fine when executed from the
command line.
It failed when executed from within a perl script, perl was executing it
directly with no shell in between. The pppd would connect and then
immediately hang up as described in the original bug report.

I have rolled back to ppp 2.4.4rel-10.1 from Lenny or now, since the
updetach function works correctly in this version.

No fancy phones in use here. This was dial-up between two Debian
machines using serial modems. A number of different modems were tried
with identical results.
