Hi, I guess /var/lib/quassel is appropriate for the data, maybe even /srv/quassel, but the configuration should definitely be in /etc/quassel or /etc/quasselcore. According to the FSH (see hier(7)), /etc contains "Contains configuration files which are local to the machine.", I was actually rather confused not to find(8) any configuration for quassel besides /etc/default/quasselcore in etc.
