Actually it is there, although the synopsis isn't all that clear I
guess. The first line is "this is how you use pppoe with pppd", and
there, calling it with no options is legal, and (depending on what you
want to do) useful. The second one is "this is what's useful when you're
runnning pppoe as a user in a shell, and there only the -A option (list
all access concentrators) is indeed useful.
