With php5-librdf installed, php5 and apache segfault on startup in
redland.so.

Example just starting php5 alone:
   $ gdb php5
   ...
   Program received signal SIGSEGV, Segmentation fault.
   raptor_new_uri_from_uri_local_name_v2 ( ...

Rebuilding the package with current dev debs fixes this issue and may
fix the similar segfault from #613659.
