I would recommend that APT-P2P announces a dynamic hostname which you can get
freely from e.g. dyndns and others. So the user may add their hostname to /etc
/apt-p2p/apt-p2p.conf like this:

# Setup your dynamic hostname here if your Internet provider disconnects you
every 24 hours.
# This hostname will be announced to the other peers so they can always connect
to the right
# IP number:
DYNAMIC_HOSTNAME = "myfooname.homelinux.org"
