CLI version of aptitude has the same "problem"; aptitude changelog <package> return the changelog of the version that aptitude would install, and that's explained in the manpage: « By default, the changelog for the version which would be installed with "aptitude install" is downloaded.» I think that default policy for changelog fetch with aptitude should be revised: for both CLI and ncurses, aptitude should fetch the changelog of installed version when the package is installed. btw I think severity should be set to whishlist.
