while building intermediate releases of shotwell for Debian I found that the libraw-dev package is somehow butchered, meaning that the pkg-config file is not installed. See http://trac.yorba.org/ticket/3181 for the discussion. The Ubuntu version has that installed since its first release 0.13.0-0ubuntu1 There are some other patches in libraw in Ubuntu that might be of interest.
