Are you referring to the changes introduced in r585? This one just fix
some “normal” error spotted by Duck in the BR, but didn't fixed the main
problem at this time.

The error was caused by /usr/share/phpbb3/maint-libs/webapps-config file
not existing for sure before being on the “configure” part of the
installation.

I still wonder if this bug (before you retitle it) is a duplicate of
#576533 or if it needs to be reassign to dbconfig-common (will try to
figure out in a proper test environment within a week or more probably two).
