Yes.

I understand but then the build of initramfs should not complain when it
is missing.

I found the package on the website (under wheezy or sid), downloaded the
package, and intalled it with 

        dpkg -i <package-name.

I am also totally unclear what the package does.  The documentation seems
to suggest additions to drivers while the name suggests reprogramming the
hardware.
