As of 1.7.4p4-5, the sudo package is now using standard Debian conffile
processing instead of the previous ad-hoc approach for /etc/sudoers.

The documented behavior of the conffile handling mechanism is supposed
to be that a file newly marked as a conffile won't overwrite an existing
file on the system.  If that behavior is broken in a repeatable way, you
may have uncovered a bug in dpkg.
