I can confirm this bug. It happened on 3 upgrades of desktop systems from lenny to squeeze. This bug dosen't breaks anything, but the sysv-rc debconf failed migration message suggests that the user should fix something and *then* reconfigure sysv-rc, but there is nothing to correct, which is confusing. She just has to do 'dpkg-reconfigure sysv-rc' after the upgrade, but it's unclear.
