According to Debian policy: "The Recommends field should list packages that would be found together with this one in all but unusual installations." I don't think elyxer fits this criterion. I would say that the typical usage of LyX is to produce PDF documents, not HTML documents, so it would not be unusual to not have elyxer installed (I haven't, for example). That said, the recommends list is already so bloated that it doesn't matter if elyxer is added. So, being pragmatical, I think we can add it. (I would really like to remove texlive-latex-extra, texlive-science, texlive-generic-extra from Recommends.
