Bug#611562: claws-mail: missing charset on text attachments?

Hi,

The attached bug report against dash contains an attachment like so:

 Content-Type: text/x-gettext-translation
 Content-Transfer-Encoding: quoted-printable
 Content-Disposition: attachment; filename=sk.po

RFC 2046, §4.1.2, indicates that the default character set, which must
be assumed in absence of a charset parameter, is US-ASCII.  So the
attachment displays in mutt with pairs of question marks in place of
non-ASCII Unicode code points.

Does Claws have a charset detection feature?  In this particular case
(gettext translation files) one possibility is to use the declared
charset in the file itself.  In general, treating any text file that
happens to be well formed UTF-8 as UTF-8 by default seems like an
ok idea to me. :)
