Were they root:root before or something else?

What is your setting for group and user in
/etc/apt-cacher/apt-cacher.conf? Have these been changed recently?

If you had the default settings, I would expect user and group to both
be www-data in the conffile and /var/cache/apt-cacher to be created mode
0755 and owned by www-data:www-data.

/var/cache/apt-cacher should be created with the same user:group as is
configured in the conffile.

Is this a new installation or a new problem on an existing installation?
