w3c-sgml-lib and sgml-data both have a similar piuparts issue. Both these packages and xml-core claim ownership of /etc/xml and /etc/sgml. These ownership claims seem to be put there by dh_installxmlcatalogs which is part of xml-core. This seems to me to be at root an issue with dh_installxmlcatalogs.
