Policy §7.4 ("conflicting binary packages") mentions:

        Normally, Breaks should be used instead of Conflicts since
        Conflicts imposes a stronger restriction on the ordering of
        package installation or upgrade and can make it more difficult
        for the package manager to find a correct solution to an upgrade
        or installation problem. Breaks should be used

        - when moving a file from one package to another (see
          Overwriting files and replacing packages - Replaces, Section
          7.6),

In addition to that, Replaces doesn't actually work in combination
with Conflicts.  Probably the intention was to allow the file to be
transfered from one package to the other without a removal, but
conflicts+replaces rather means "install this _whole package_
instead" (as in §7.6.2, "replacing whole packages, forcing their
removal").

Would it make sense to degrade the conflict to a Breaks?
