I think I ran into this today.  I did an upgrade from lenny to
squeeze, I said I didn't want to daisy chain, I just want it
to install the new version, and it didn't install the new version.

When I booted, I still had the 0.97 version, which only had
the old kernels in it.  Running somehting like update-grub
didn't fix anything.

Then I manually ran upgrade-from-grub-legacy and it asked me
where to install it, and after that everything worked just fine.

I was expecting that upgrade-from-grub-legacy would be run
somewhere during the upgrade, but it looks like it didn't.

(There might be a few other open bugs that are related to this
too.)
