The copyright to help2man has been assigned to the FSF, and as they require this disclaimer[0] I don't believe that I can withdraw the requirement. As far as the purpose goes, as noted on the TP page[1]: the FSF wishes to guarantee that these translations will always remain freely distributable, and requires this documentation to ensure that is the case.
