While it is recommended because It allows the boot process to be optimized for speed and efficiency providing a more resilient framework for development, it may not correctly transition in complex systems without further effort on your part."
This way, while it still shows migrating to be the recommended option will make for a stronger warning for those managing systems with chances to fail (I managed systems with a mix of rh-cluster, aoe, lvm and md so I know I'd better be warned on bold letters). This and the reading of both the release notes and /usr/share/doc/sysv-rc/README.Debian (which both probably should go deeper on the failing modes and how to cope with them) should make the transition easier in those cases.
