It would be nice, especially for things like puppet, to make apt-listchanges
fallback to a non-interactive frontend when needed (maybe by adding a
non-interactive_frontend configuration setting).

If apt-listchanges is configured to use pager, but you do a package install via
puppet, then puppet can get hung waiting for the pager. Recent versions of
puppet hacked around this by disabling any apt-listchanges output at all, which
is the wrong way to go about it and I think could be fixed if apt-listchanges
fell back to a non-interactive front-end when it wasn't appropriate.
