Oh, you can say exactly the same about any kind of documentation
provided in Debian :) In that case doc-base wouldn't be needed at all.

Yes, I was checking yesterday why doc-base docs are not visible in yelp,
but failed to find the reason. I found out that I had already reported
bug #546208 against rarian-compat about this issue.

I agree the doc-base documentation should be improved to make it obvious
how to correctly register documentation. I'll try to fix that, (maybe
adding some paragraph about common mistakes in doc-base files would do?)
but unfortunately I'm not good in writing docs.

AFAIK lintian calms only about PDF or HTML documentation files not being
registered in doc-base. To find out why linitan would complain in your
case, I've just checked some previous versions of fcitx. It seems the
package used to contain some PDF documentation in Chinese. I don't speak
the language, but the document looks for me as some kind of user manual,
so the description contained in the Abstract field was perfectly valid
for that documentation. But since the PDF has gone, the doc-base file
should probably be gone as well.
