Hmmm... I must agree with Joachim: This bug, if at all, should apply to Perl - Or better yet, to anything POSIXish... Then again, it applies to mostly-anything-in-Debian :-/ And solving it would severly damage performance and have many unwanted side effects (i.e. just saying '-w directory' would update directory's ctime.
...Or, on the other hand, maybe it should just document that it is not ACL-safe?
