Package: cgroup-bin
Severity: grave
Justification: renders package unusable

The cgrulesengd daemon monitors processes started based on uid/gid, and those
that match the user filters get applied to the configured cgroup.

For the "monitor" part to work, the kernel must have CONFIG_PROC_EVENTS=y which
in turn requires CONFIG_CONNECTOR=y.

The default debian kernel has CONNECTOR=m, which means that PROC_EVENTS are not
available.

The result is that the "cgred" daemon in the cgroup-bin package does nothing
(never applies any rules) as it is unable to monitor for processes.
