debian/ufw.logrotate contains:

reload rsyslog >/dev/null 2>&1 || true

This is an upstartism, there is no "reload" command unless you install
the upstart package and rsyslog in Debian does not use an upstart job.

I'd suggest to use

invoke-rc.d rsyslog reload

instead as this should work with both sysvinit and upstart.

If not, the invoke-rc.d script in Ubuntu should be updated.
