The ryslogd man page explains the reasons, and this is in the upstream
changelog: 

Version 4.5.1  [DEVEL] (rgerhards), 2009-07-15
- CONFIG CHANGE: $HUPisRestart default is now "off". We are doing this
  to support removal of restart-type HUP in v5.


So you either need to turn $HUPisRestart on by default in Debian, or
remove the "reload" option from /etc/init.d/rsyslogd.  I would recommend
the latter as that seems to be the way upstream will go.

Unfortunately, I'm unable to interpret the text of policy 9.3.2 strict
enough to set a severity allowing you to fix this for squeeze...  But it
should be fixed to avoid confusing users with non-working options.
