OK sorry for brainfarting so much but I'm just jotting down notes on
the differences between the speech-dispatcher in Squeeze and the
speech-dispatcher in experimental.

I figured out who spd-say didn't work with my experimental setup.
spd-say doesn't set a volume, so it used the default.  My default was
set at -100, the very minimum.  So it was silent.  Now that I've set
default volume to 50 in /etc/speech-dispatcher/speechd.conf, I can
hear spd-say's output.

So it seems that only one speech-dispatcher is started per user, and
all applications (such as Mumble and spd-say) can use it.

One thing remains.  How to cleanly shut down speech-dispatcher
(experimental) when I log out?
