Not that many packages (a) emit errors when setlocale fails and (b) are
called frequently in the course of a package upgrade.  While I wouldn't
object to fixing it at the cause, the workarounds are not really
obnoxious or onerous, and I rather suspect that a true fix is a fair bit
trickier than adding a handful of getenv conditionals.
