I suppose it has to be considered a bug for a package to depend on console-tools and not on kbd. If yes, then either the order of the recommendations in kbd has to be changed, or the d-i software has to detect that console-setup is already installed so there is no need of console-data. In my opinion console-data has the "right" to ask its own questions and console-setup may not interfere with this. The right solution of the problem must be to leave console-data uninstalled by default.
