Does that make texlive-base the right depend?  And then
texlive-fonts-recommended as "recommends", but leave the latex fonts and
perhaps other likely ones as "suggests" ...

I filed the bug as the tetex-bin -> texlive had made dvisvga drag in far
more than it had seemed to in the past.  (I'd was using it for
occasional plain tex previewing.)  The blame for that likely lay with
tetex-bin, but that texlive change has I presume required all tex
related debs to review their depends.
